Since 2019, the South African government has required individuals in the country to RICA (the Regulation of Interception of Communications and Provisions of Communication-Related Information) a new SIM card. By completing the RICA process, personal information is linked to the ICCID (serial number) of the SIM card, to be able to trace the user. This is important for combating mobile phone crimes and scams.
